TUESDAY, FEBRUARY 10, 1998 <br /> <br />WHEREAS, the Youth Services Commission, which has adopted as its goal "delinquency prevention through <br />promotion of positive youth development," is concerned with activities ameliorative of the needs and <br />problems of the City' s young citizens; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled on <br />February 10, 1998, that: <br /> <br />The Youth Advisory Council of Martinsville is hereby recognized as a voice of area youth. <br /> <br />The Youth Advisory Council of Martinsville and Henry County will consist of at least twenty-one (21) <br />individuals in the 14 through 18 year age group. Included in this number will be SCA presidents of area <br />high schools. <br /> <br />A. Recommendations of young people to serve on the Youth Council will be made by the Youth <br /> Services Commission of Martinsville and Henry County and area high schools. <br /> <br /> B. Members will be appointed for the terms of one year, and can be re-appointed to serve more than <br /> one term. <br /> <br /> C. Two members of the Youth Advisory Council will serve on the Youth Seer-vices Commission for <br /> terms of one year; these persons will be selected by the Youth Council and will be recommended <br /> to the Martinsville City Council for appointment to the Commission. <br /> <br />The Youth Advisory Council will receive leadership, direction and supervision from the Youth Services <br />Commission/Office on Youth of Martinsville and Henry County. Youth Services will apprise the Mayor <br />of the Youth Council' s activities quarterly, and based on the activities of the Youth Council, the Youth <br />Services Commission/Office on Youth will make recommendations to the Martinsville City Council <br />regarding proposals for projects, programs, and policies aimed at addressing youth needs. <br /> <br />The Youth Services Commission/Office on Youth shall be responsible for providing staff and clerical <br />assistance to the Youth Council, assisting with meetings, public forums, reports, etc. <br /> <br />The functions of the Youth Advisory Council will be to: <br /> A. Serve as a liaison to the local government and youth of the City of Martinsville. <br /> <br /> B. Serve as a forum for the youth of Martinsville to present ideas, needs and suggestions. <br /> <br /> C. Investigate needs, problems, and issues affecting the youth of the City of Martinsville. Report <br /> shall be presented to the Board of Directors of the Office on Youth of Martinsville and Henry <br /> County and forwarded to the City Manager. <br /> <br /> D. Make recommendations for and assist in studies, findings, and recommendations; contribute to the <br /> coordination, strengthening and extension of present services for youth, and recommend the <br /> establishment of new services as may be deemed necessary to provide for the needs of youth. <br /> <br /> <br />
