The <br /> <br /> consensus of Council was that the vote on the extension of the Special Use Permit would be tabled until <br /> further information as requested was provided by staff. Council Member Haskell then asked the City <br /> <br /> Manager how he and staff would proceed. Mr. Reynolds replied that the staff would first concentrate on <br /> <br />~"',.storm water management and site plan issues, and that he would report back to Council shortly on a schedule <br /> on information to be provided. Mrs. Haskell asked who would be responsible for the cost of a Sediment and <br /> Erosion Control Study of downstream impact, and Mr. Morris stated that the developer would be responsible <br /> for this. Mr. Reynolds stated, however, that the entire watershed of the area would need to be considered in <br /> this case, and that Royal Oaks is only one small part of the total runoff issue. He went on to state that the full <br /> scope of the effort would have to be further defined to really achieve resolution. Mr. Dallas stated that he <br /> understood how residents felt, since the development of the local Applebee's Restaurant was behind his area <br /> of the community. He stated that these kind of things happened because people holding responsible positions <br /> did not care to do the right things. The Mayor summarized by stating the two key issues for further <br /> investigation were site plan compliance and sediment and erosion control. Mr. Teague complimented all <br /> present on their conduct during the hearing. He also stated that there was no problem with the town homes, <br /> that they are beautiful, and that all the issues would be resolved, with which the Mayor voiced his agreement. <br /> <br />Council next considered a request by the Virginia/North Carolina Job Link Roanoke~Triad Interstate, asking <br />that the City participate with them in a joint effort with Henry County to conduct a comprehensive <br />transportation study related to the proposed 1-73 Project. Mr. Tom Hamed, Assistant to the City Manager <br />for Development, presented the request, stating that this study would provide the work to recommend the <br />best specific path for the new highway to take, and that Job Link has found a well qualified consulting <br />engineer to render the service for a cost of $7,000. The request was for Council to approve half the cost, <br />$3,500, and for Henry County to provide the other half. Mr. Harned stated that funds were available within <br />his current Community Development budget to provide for this cost. Mrs. Haskell asked when the work <br /> <br /> <br />
