144 <br /> TUESDAY, JANUARY 27, 1998 <br /> <br />would be completed, and Mr. Harned responded that the work will be well along by April of 1998, in time to <br /> <br />meet Federal requirements for information. Mr. Hamed also assured the Mayor that the Virginia Department <br />of Transportation would be participating in this process. Upon motion duly seconded, and by unanimous <br /> <br />vote, Council gave their approval for $3,500 to be expended from the Community Development Office <br /> <br />budget--Line Item Engineering and Design, in the General Fund. <br /> <br />Council next considered a briefing on proposed amendments to the City's Terms and Conditions for Electric <br />Service and Water & Sewer Services. Mr. Wade Bartlett, Director of Finance, reviewed the proposed <br />changes, noting that they were virtually the same for both Electric and Water & Sewer. Mr. Bartlett stated <br />that changes included: Elimination of the Guarantee of Payment feature which has allowed customers in good <br />standing to guarantee the payment of a third party's bill, allowing deposits to be paid in installments, paying <br />interest on deposits at the rate of 3%, providing credits to accounts rather than refund of deposits, adding <br />language requiring easy access to meters, and doing estimates on bills when meters could not be read due to <br />obstructions, making customers responsible for providing a cleanout, (water/wastewater utility), provision of <br />medical exceptions on disconnections, (with proper documentation), requiting that payments be paid to the <br />City Treasurer's Office not later than 5:00 P.M. on the due date to avoid late charges, establishing all service <br />agreements through the Finance Department only, increased reconnect fees for customers that are <br />disconnected due to fraudulent use of water, provision of re-connection fees on an increasing cost scale for <br />customers that are disconnected more than once over a twelve month period, and a modified index to reflect <br />the new rates to out-of-City residents. Mayor Adams noted a need to change the language regarding <br />exemption of medical cases from cutoffto show that the City would not be responsible for certifying such <br />disability claimed, leaving this to a physician. Council Member Haskell asked what the electric rates were for <br />residents outside the City that are served by the City system. Mr. Reynolds stated that the City's rates in <br />these cases were calculated to parallel those of Appalachian Power Company. Council Member Dallas asked <br />about sewer rates for out-of-City customers, and was told that these rates were the same as those for City <br /> <br /> <br />
