J, 4.5

TUESDAY, JANUARY 27, 1998
residents. Mayor Adams asked who made the determination of what category of Electric service was

designated for each customer, and was told that this was done by the Electric Department. Upon Staff
recommendation Council set the first reading for the ordinance related to these changes for their regular
meeting on February 10, 1998, and Mr. Reynolds stated that notice of these proposed changes would appear
in the local news paper and be broadcast on local radio stations.

Council next considered the adoption of a Resolution requesting the Commonwealth Transportation Board' s
assistance with an ISTEA grant for Phase II of the City' s Rail Trail Project, by providing additional funding
for the planning, acquisition and reconstruction of the Danville & Western railway corridor for a pedestrian
trail and visitors center, including streetscape improvements. Mayor Adams asked whether the County should
be contacted about this request, due to the proximity of the old County Courthouse to the project area. Mr.
David Reeves, Development Specialist, noted that the County may soon be donating the Old Courthouse to
the Historical Society, and that the future owner would be the best to contact. Upon motion duly seconded,
and by unanimous vote, Council approved the following resolution:

RESOLUTION

WHEREAS, in accordance with Commonwealth Transportation Board construction allocation procedures, it
is necessary that a request by resolution be received from the local government or state agency in order that
the Virginia Department of Transportation program funds for an enhancement project in the City of
Martinsville; and

WHEREAS, Martinsville City Council, in regular session assembled January 23, 1996, requested the
Commonwealth Transportation Board to establish a project for the planning, acquisition and reconstruction of
the existing Danville and Western railway corridor for an interpretive pedestrian trail and visitor' s center
including appropriate streetscape improvements; now, therefore,

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled January
27, 1998, that it does hereby request the Commonwealth Transportation Board to assist with additional
funding of a project for the planning, acquisition and reconstruction of the existing Danville and Western
railway corridor for an interpretire pedestrian trail and visitor' s center including appropriate streetscape
improvements; and
