TUESDAY, DECEMBER 9, 1997 <br /> <br /> Council next conducted a Neighborhood Town Meeting for the purpose of hearing matters of interest and <br /> <br /> concern from the residents of the immediate surrounding area of the Middle School and the residents of the <br /> City at large. Mr. Fred Martin, a businessman from the Uptown area, came forward at this time to describe a <br /> <br /> program which he proposed to implement, wherein he would provide flee carriage rides throughout the <br /> <br />i~', Uptown shopping area to those who wished to enjoy this activity. Mr. Martin went on to state that he had <br /> spent nearly $18,000 of his own funds to offer this activity, and had also covered all necessary insurance <br /> requirements. Mr. Martin stated that the horses purchased for the purpose were large animals of some 1,980 <br /> pounds each, and well suited to the task. He went on to describe the schedule and route for the activity, and <br /> then asked for Council' s support in the way of a Resolution of support. Following their expressions of <br /> appreciation for Mr. Martin' s generosity, and upon motion duly seconded, by unanimous vote, Council <br /> approved the following Resolution: <br /> <br /> RESOLUTION <br /> BY <br />THE CITY COUNCIL OF MARTINSVILLE, VIRGINIA <br /> <br />WHEREAS, Mr. Fred Martin has continually demonstrated leadership and a high level of commitment to <br />efforts to revitalize Uptown Martinsville, and <br /> <br />WHEREAS, Mr. Martin has often demonstrated his sincere commitment to the benefit of the Martinsville- <br />Henry County community in the forms of both personal effort and financial support, and <br /> <br />WHEREAS, Mr. Martin's most recent such commitment to the creation of excitement and activity in Uptown <br />has been the acquisition of a new pair of horses, carriages, and harness rigs for the provision of pleasure rides <br />for the public at large throughout the Uptown shopping areas throughout the Holiday season, and <br /> <br />WHEREAS, Mr. Martin has made a significant financial commitment. of more than $17,000 to the Uptown <br />Carriage Ride Program, with no intention to charge for such rides, and no request for assistance in any form <br />from the City, other than approval thereof, now <br /> <br />THEREFORE, BE IT RESOLVED, that the City Council of the City of Martinsville does hereby offer its <br />hearty and unanimous support of Mr. Fred Martin's Uptown Cartage Ride Program, given within the spirit of <br />the season in which it is offered. <br /> <br /> <br />
