TUESDAY, DECEMBER 9, 1997
Mrs. Brenda Prillaman, Customer Service Representative for the City, then provided background on her

report documenting the nature and frequency of calls and complaints relative to the neighborhood during the
past year. It was noted by Councilmember Teague that about 46% of concerns in the report related to
Inspections issues and about 35% related to Public Works issues. There being no further comments offered
by citizens, Mayor Adams closed the Neighborhood Town Meeting.

Council heard a status report on the Albert Harris School Project from Dr. Ira A. Trollinger, Superintendent
of Public Schools. Dr. Trollinger stated that, after much hard work and careful consideration, the School
Board had decided to recommend renovation of the existing school building as opposed to construction of a
new building. He stated that although there would be challenges in achieving the work to be done while
providing for school education programs, maintenance operations, and administrative office operations, he
was confident that these challenges could be met. Dr. Trollinger stated that the primary reasons for the
selection of the renovation option included recognition of site limitations for new construction, and the fact
that the renovated building would have a large gymnasium and auditorium, new administrative space, and
43,000 more feet of instructional space. He went on to state that the project team is now working on a
phasing plan for construction, and that the scope of the project included renovation of 130,000 of renovated
space. Dr. Trollinger added that the cost to provide for the education program and housing of students
during the renovation work would be about $350,000. He stated that the current estimate of cost for the
construction project itself was about $9,092,000. Dr. Trollinger then requested Couneil's approval of funds
for completion of the design development phase, at a cost of $122,000. Vice-Mayor Crabtree asked whether
completion of the Albert Harris Project would complete the building needs of the school system. Dr.
Trollinger stated that no Superintendent would admit to that. However, he stated that completion of this
building would provide top-notch facilities in the system for all children in grades three through twelve.
Councilmember Teague then asked whether there would be opportunities later in the project to further review
and refine the project. Dr. Trollinger stated that he would recommend a joint meeting of the School Board
