TUESDAY. DECEMBER 9, 1997 <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams; Jr., presiding, was held Tuesday, December 9, 1997, in the cafeteria of Martinsville High School, <br />beginning at 7:00 P.M. The regular meeting was preceded by a reception for the public, beginning at 6:00 <br />P. M., in the School cafeteria, and a bus tour of the neighborhood by Council members which took place at <br />5:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. <br />Crabtree, Vice-Mayor; Bruce H.T. Dallas, Elizabeth H. Haskell, and M. Gene Teague. <br /> <br />Following the invocation, provided by Councilmember Dallas, and followed by Mayor Adams' cordial <br />welcome to visitors present, Council approved, upon motion duly seconded, and by unanimous vote, the <br />minutes of Council's meeting of November 6, 1997, as submitted: <br /> <br />Council next considered recognition of citizens for special contributions to the community. The first of these <br />was the Hooker Furniture Corporation, for its donation of the Hooker Field facility to the City. As there was <br />no one present to accept this award, Council deferred this item until a future date. Next to be honored and <br />recognized was Mr. Mark A. Witcher, a resident of the City who had recently demonstrated courage by <br />assisting the Police in the apprehension of a robbery suspect who fled from the scene of the crime. Police <br />Chief David Edwards came forward to present a Citizen Commendation award to Mr. Witcher. Council next <br />recognized citizens who had served as appointees to Boards. Ms. Wanda S. Rider was recognized for her <br />service on the Social Services Board, during the period 1986-1997, and Mr. John L. Gregory, III was <br />recognized for his service on the Board of Zoning Appeals, during the period 1984-1997. Council next <br />recognized two outgoing Constitutional Officers for their years of service. Mrs. Bernice Smith was <br />recognized and honored for her service as City Treasurer, from October 1, 1991 to December 31, 1997, and <br />Mr. J. Randolph Smith, Jr. was recognized for his sentice as City Commonwealth' s Attorney from January 1, <br />1981 to December 31, 1997. Neither of these officials were present to receive their awards, but Mr. Smith's <br />Assistant Commonwealth' s Attorney, Mr. Wayne O. Withers, accepted the award on Mr. Smith' s behalf. <br /> <br /> <br />
