82 <br /> <br /> TUESDAY, NOVEMBER 25, 1997 <br />Office, Councilmember Haskell and Assistant City Manager Dewey Cashwell. The Sheriff stated that the N. <br /> <br />I.C. program was a very intensive one week workshop that had covered such subjects as development of <br />mission statements, issues in jail staffing, architectural programming, history of jail architecture, principles of <br />direct supervision, life cycle costing, project management, and other related topics. The Sheriff stated that <br />among many things learned, it was discovered that we are unique in Virginia in the level of support we receive <br />for jails from the State government: He stated that much was learned from the other localities present at the <br />program, that we are moving at a good pace on our local jail project, and that the team members would <br />continue to share thoughts and ideas and contribute to the project. Councilmember Haskell stated that what <br />was learned will be of benefit not only on the jail project, but any other capital construction projects in which <br />the City is involved. She also stated that she had been impressed with the concept of Direct Supervision, as <br />seen in the Boulder County Jail, and with the '~roduetive Day" Concept, which kept inmates busy with work <br />and/or self improvement. Ms. Haskell- said that the experience had also prompted thinking about <br />improvements in other areas, such as the judicial process and other measures designed to limit stays in the jail <br />and reduc~ the jail population. The Sheriff also emphasized the need to build a facility as much for the safety <br />of the public and the officers within as for the inmates themselves. Councilmember Teague thanked the <br />Sheriff and the team members for their work, and the Sheriff thanked Council for their continuing support of <br />his Department and its operations. <br /> <br />Under other Business from the Floor, Mr. Earl Reynolds, City Manager, stated that something special had <br />occurred at the State Wide Governor's Conference on the previous weekend, and that Mr. Wayne Knox, <br />Planning, Zoning, and Housing Manager, was prepared to share the event with Council. Mr. Knox then came <br />forward, and announced that the City of Martinsville had been the sole City recipient, statewide, of the 1997 <br />Governors Conference on Housing Achievement Award for Affordable Housing. He stated that there had <br />been forty-four nominations, and that the City of Martinsville had won. Councilmember Haskell commented <br />to Mr. Knox that he was being too modest, and that he himself had been the best of the best, and that the City <br /> <br /> <br />
