TUESDAY, NOVEMBER 11, 1997

Next, Council considered authorizing $50,000 for the purchase of the former Cousins Brothers property at
the corner of Fayette and Moss Streets. Tom Harned, Assistant to the City Manager for Community
Development, addressed Council. Mr. Harned stated the figure of $50,000 is the negotiated price and
appears to be of fair market value for the property. Mr. Harned expressed the City' s need to purchase the
property in order to assemble developmental commercial property sites. He stated the parcel will be an asset
in marketing of potential commercial sites. Mr. Harned recommended demolition of the property following
the purchase. The lot is approximately one-quarter of an acre, with the building occupying almost the entire
property. Councilmember Crabtree stated this move by Council offers the opportunity to expand the tax base
and is an ideal time to attract new business to the Uptown area. Mr. Hamed went on to say that several more
parcels are necessary in the adjacent area to offer a large, attractive site. This area in question has excellent
potential for construction of a hotel in the future. Upon motion and duly seconded, Council unanimously
voted to authorize a $50,000 expenditure from the Unexpended Fund Balance of the Refuse Fund for
expenditure in Account 01-810000-7009000--Land Acquisition in the Community Development budget of
the General Fund.

Under items not on the agenda, Councilmember Dallas stated the City needs to think about the tract of land
acquired by the City across the street from property vacated by demolition of the former R. P. Thomas
Trucking Company on Fayette Street. Councilmember Dallas thinks local churches should have early
opportunity for consideration of purchasing the property. Councilmember Haskell asked about the status of
the rec~nt fire at the W.M. Bassett Plant on Rives Road. Tom Harned summarized the incident and said the
in-place safety measures contained any possible hazards associated with the fire of which occurred in the
plant's storage area of flammable liquids. Mr. Hamed also stated the City does not yet own the property due
to the transfer of ownership not being complete. Councilmember Haskell commended the City Fire
Department for containing the blaze. Councilmember Crabtree recognized the City's Safety Department for
