TUESDAY. NOVEMBER 11. 1997 <br />lowering safety incidents for the year. City Resident Thelma Pinkard addressed Council from the audience. <br /> <br />She stated she does concur with the Council's decision to remove the former Cousins Brothers building; <br />however, she does not agree with the funds coming from the Unexpended Fund Balance of the Refuse Plan. <br />Ms. Pinkard stated she is concerned about depletion of the fund if Councilmembers are not careful. She <br />went on to ask why Council didn't use these same funds from this year's budget in lieu of raising taxes. Mr. <br />Reynolds explained to Ms. Pinkard the purpose of said fund, and that the fund is currently used to support <br />law enforcement, fire protection, and other vital City functions. Mayor Adams explained to Ms. Pinkard that <br />these enterprise funds allow the citizens to have a low tax rate. Councilmember Haskell stated that the <br />transaction is vital to fulfill the City's goal of economic development and education. Councilmember <br />Teague asked Council members to consider a date for a joint meeting with Henry County Officials to <br />negotiate the franchise with Adelphia Cable. November 24, 1997 at 5:15 p.m. was tentatively set, pending <br />confirmation by Henry County. Mr. Reynolds sought input on a meeting date with City School Officials. <br />November 25, 1997 at 5:30 p.m. was set, which is prior to the next regular Council meeting. <br />Councilmember Dallas went on record to say he is opposed to signing an agreement with Adelphia Cable. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded, and by unanimous recorded vote, Council convened in Executive Session for the <br />purpose of discussing the following matters: (A) Appointments/Re-appointments to various <br />Boards/Commissions, as authorized by Subsection 1; (B) A personnel matter as authorized by Subsection 1. <br />An announcement was made by Mayor Adams that one item on the agenda (Item B), possible acquisition of <br />property for public use, has been rescheduled for November 25, 1997. ,. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that (1)only public business <br />matters exenlpt from open meeting requirements were discussed in said executive session; and (2) only those <br /> <br /> <br />
