TUESDAY, NOVEMBER11, 1997 <br /> <br />Next, Council considered a report on the West Piedmont Regional Alliance Strategic Plan prepared for <br />participation in the Regional Competitivehess Program. The WPPDC has prepared this plan with the <br />assistance of a Committee of which Earl Reynolds, Tom Harned, and George Adams were members. <br />WPPDC is seeking any public input at this time. The plan has to be submitted by December 1 for <br />participation in the.Regional Competitiveness Program. Mr. Reynolds gave a verbal report to Council on the <br />progress of the plan. ;Work has been put into the plan for the past seven months, which is ready to be <br />submitted to the state for possible funding. Mr. Reynolds recommended the WPPDC be given 10% of the <br />plan's funds for operational costs. This amount to be given to WPPDC is estimated at $10,000 - $15,000. <br />Mayor Adams briefed Council on the point system used by the State in awarding funds for the project. <br />Councilmember Haskell stated she thinks the plan should include education as separate criteria. <br />Councilmember Teague explained the application process does not require funds to be labeled as education <br />for the locality to be able to use the funds for this purpose. Mr. Reynolds stated officials from both local and <br />regional school systems were involved in the application process. Upon motion and duly seconded by <br />Council, Council unanimously voted to support the WPPDC plan, and to contribute 10% of any awarded <br /> <br />funds back to WPPDC for operational costs. <br /> <br />Next, Council considered several requests from the School Superintendent to amend the School System <br />1997-1998 budget. In the absence of the School Superintendent, Mr. Reynolds gave an overview of the <br />requests. The first request was to accept and appropriate $54,959 for pre-school initiative funds. This is a <br />new grant to provide a program for sixteen, four-year old children at Clearview School. The second request <br />was to accept and appropriate $43,132 for Title VI-B to be used for technology equipment for Special <br />Education Programs. This represents new money from the State for this program. Third, a request to accept <br />and appropriate $2,093 for technology equipment for Vocational Education Programs was made. This also is <br />new money from the State for this program. Upon motion and duly seconded, Council unanimously voted in <br />support of accepting the funds. <br /> <br /> <br />
