TUESDAY, NOVEMBER 11, 1997 mentioned earlier. No one else spoke; therefore, the Public Heating was closed. Upon a motion and a second, Council unanimously adopted an ordinance to rezone the property of 410 Starling Avenue from P-2 Professional to C-3 Commercial, as follows: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled, that in order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for which this Ordinance is initiated is to fulfill the requirements of public necessity, convenience, general welfare and good zoning practice, that the Zoning Map of the City of Martinsville, Virginia, be-- and is hereby -- amended to the extent that 410 Starling Avenue, Parcel 43 (2) I7R-1, on the Zoning Map of the City of Martinsville is hereby rezoned from P-2 Professional to C -3 Commercial. BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force immediately upon adoption. Upon an additional motion and a second, Council unanimously voted to authorize the City Manager to execute an instrument vacating a portion of the plat designated as a "paper alley' of 16' X 93+'. Next, Council considered a Public Heating on a proposal to amend the City's Proposed Land Use Map from its current designation at 410 Starling Avenue, from Industrial to Commercial. There were no speakers at the Public Hearing, and the hearing was closed. Upon motion and a second, Council unanimously adopted an ordinance to amend the City's Land Use Map of 410 Starling Avenue from Professional to Commercial, as follows: AMENDING THE PROPOSED LAND USE MAP BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled, that in order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for which this Ordinance is initiated is to fulfill the requirements of public necessity, convenience, general welfare and good zoning practice, that the Proposed Land Use Map of the City of Martinsville, Virginia, be-- and is hereby--amended to the extent that 410 Starling Avenue, Parcel 43 (2) 17R-l, on the Tax Map of the City of Martinsvitte, is designated as being for Commercial usage. BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force immediately upon adoption.
