THURSDAY, OCTOBER 2:t, 1997 <br /> <br />Road intersection on Route. 174. Mr. Tom Hamed, Assistant to the City Manager for Development, <br /> <br />presented the issues behind the Resolution in question, citing the need for both the County and the City to <br />treat the transportation improvements needed at this location as top economic development priorities, and <br />noting the fact that this will be a very complex, expensive, and time consuming project, due to the <br />involvement of rail, bridge, and other difficult engineering issues. Chairman Dalton of the Board of <br />Supervisors stated that he felt the project ought to also include improvements to tie in V-C Drive, and he <br />would need to see this to support the project. Councilmember Haskell, cited the fact that expansion of the <br />scope of the project to include the V-C Drive element might prompt the Virginia Department of <br />Transportation to lower the overall project on the VDOT priority action list until further engineering work is <br />done. Supervisor Deborah Buchanan then asked if all that was currently needed by the City from the County <br />was the County' s endorsement of the priority of the project, and not any contribution of funds, to which the <br />reply was yes. Councilmember Teague then stated that the intersection in question was a major bottleneck for <br />traffic in the entire City/County community, and it was in both jurisdictions best interest to accomplish <br />improvements there as soon as possible, to which Vice-Mayor Crabtree agreed. Chairman Dalton again cited <br />the need to address problems related to Stultz Road and V-C Drive, to which Councilmember Haskell agreed, <br />stating that this element should be a priority in the next phase of this project. Following the above comments <br />and upon motion duly seconded, and by unanimous vote by both bodies, the following resolution was <br />approved by both the City Council and the County Board: <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Liberty Street, Clearview Drive, Stultz Road Intersection on Rome 174 in Martinsville <br />provides one of the primary connectors for Martinsville and Henry County commerce, promoting <br />employment, capital investment, education, public safety, recreation and other contributions to the <br />improvement of economic and educational life in our area; and <br /> <br />WHEREAS, Route 174 is the primary connector between the Henry County Governmental Complex and <br />Courts of Justice in Martinsville-Hemy County and is used daily by officers of the court; and <br /> <br /> <br />
