The key question was whether or not <br /> someone could be receiving housing assistance of any type, yet still be <br /> living in and paying for substandard housing, thus supporting <br /> irresponsible landlords with funds from public sources. Mr. Knox stated <br /> that the only housing program operated by the City was Section 8, which <br /> provides for routine inspections of housing in the program to guard <br /> against substandard conditions. He did note, however, that other sources <br /> of public funds, such as welfare payments, Social Security, disability <br /> income, unemployment payments and similar sources could, indeed, be used <br /> by recipients to pay for rental in substandard housing, but these are not <br /> programs in which his department is involved. Ms. Gravely noted that <br /> tenants in Section 8 housing have responsibilities, as well as landlords, <br /> and can be barred from program participation permanently if they leave a <br /> unit owing money to the landlord or leave damages beyond the normal "wear <br /> and tear" of occupancy. Councilmember Dallas asked how such provisions as <br /> those which exist with regard to the Section 8 program might be extended <br /> to the overall rental market in the City. Mr. Reynolds responded that <br /> some communities have put into place certificate of occupancy inspection <br /> programs that apply to all housing, but that must be considered <br /> carefully, due to budgetary and staffing considerations. The Mayor and <br /> other members of Council noted that "money management training" and "life <br /> skills training" programs might help in this situation as well. <br /> Councilmember Dallas suggested that City Customer Services Representative <br /> Brenda Prillaman could organize a seminar with representatives of local <br /> banks and other sources, to offer such skill development.
