THURSDAY, SEPTEMBER 4, 1997 <br /> The undersigned Clerk of the City C~'~fi~.t of the City of Martinsville, Virginia, hereby certifies that <br />the foregoing constitutes a true and correct extract from the minutes of a meeting of the City Council held on <br />September 4, 1997, and of the whole thereof so far as applicable to the matters referred to in such extract. I <br />hereby further certify that such meeting was a regularly called meeting and that, during the consideration of <br />the foregoing resolution, a quorum was present. <br /> <br /> Clerk, City Councilofthe <br /> City ofMartinsville, Vkginia <br /> <br />Following approval of the above Resolution City Manager Reynolds noted <br />that School Superintendent Trollinger will attend the Council meeting on <br />September 9, and be available to answer questions on the Capital <br />Improvement Plan. Councilmember Haskell asked how the most recent changes <br />in this plan mighty!be summarized, to which City Manager Reynolds replied <br />that the spread sheets had been created to break out office equipment, <br />maintenance improvements, and vehicles/equipment needs, in order to show <br />these more distinctly. He also noted that he did not believe that the <br />earlier needs listed school by school had changed, and that the focus for <br />the use of the $2,000,000 to be made available will still be on Priority <br />A items. Mr. Reynolds also stated that he expected to see about $700,000 <br />of the loan amount spent by the end of 1997, on technology and office <br />equipment. Vice-Mayor Crabtree observed that this was an important step <br />in the future of education for the community, and Mayor Adams agreed <br />stating that this is a phased plan for optimum effectiveness and maximum <br />best use of tax dollars. <br /> <br />Council next heard the completion of a Briefing on Housing Services and <br />Code Enforcement programs, begun at their last Work Session on July 24, <br />1997, from representatives from the Community Development Department, <br />including Mr. Wayne Knox, Ms. Yvonne Gravely, and Mr. Christopher <br />Whitlow.
