TUESDAY, JULY 8,1997

Mr. Ken Poore, Consultant to the City on the Moss/Barton Project, went

on to describe the various elements of the project, and indicated that
there was a great deal more housing rehabilitation work in this project
than the previous Massey/Endless Project. He commended Council for
their courage in taking on such a large, but very necessary project,
which was, without question, a bona fide neighborhood redevelopment
project according to program criteria. Mr. Poore also encouraged
Council to consider an expansion of the boundaries of the project in
two critical areas, in order to get maximum potential benefit from the
effort for the resources applied, and indicated that the additional
estimated local cost to acquire land in the expansion would be around
$100,000.

Upon motion, duly seconded and by unanimous vote, COuncil approved a
public hearing on the Moss/Barton Neighborhood Redevelopment Plan for
July 22, at .their regularly scheduled semi-monthly meeting. Upon
motion, duly seconded and by unanimous vote Council recessed their
regular meeting and reconvened in their capacity as the Martinsville
Redevelopment and Housing Authority, whereupon motion was made and duly
seconded, and by unanimous vote to approve the setting of a public
hearing on the Moss/Barton Neighborhood Redevelopment Plan, in joint
session with City Council, on July 22, 1997, at City Council's
regularly scheduled meeting. Upon motion, duly seconded and by
unanimous vote the Martinsville Redevetopment and Housing Authority
then adjourned, and the City Council of the City of Martinsville
reconvened.
