TUESDAY, JULY 8,1997 <br />supporting proposed legislation known as the ISTEA Integrity <br /> <br />Restoration Act, referred to as "STEP 21" legislation in the report. <br /> <br />]99' <br /> <br />Consideration was then given to the need to set a Joint Public Hearing <br />of the Martinsvitle City Council and the Martinsville Redevelopment and <br />Housing Authority, on the Moss/Barton Neighborhood Redevelopment Plan. <br />Mr. Wayne Knox, of the City's Community Development Department, <br />described progress on the Moss/Barton project to date, and answered <br />several questions from Council about program activities and elements. <br />Mr. Danny Turner, of 212 Greyson St., Martinsvilte, expressed concern <br />about the program, and stated that he thought ~the cure might be worse <br />than the disease". Mr. Turner questioned where program funds will go, <br />and said that it looks as if a small group of people will profit <br />greatly from the project. Mr. Turner stated that many residents of the <br />program area had been victimized by some people in the area, and that <br />his efforts to get facts and information about the program had been <br />thwarted. Mr. Turner indicated that he would pursue legal means, if <br />necessary, to get the information he wanted. He objected strongly to <br />money being spent in the neighborhood that would benefit the wrong <br />people. <br /> <br />City Attorney David Worthy then responded that Mr. Turner had been <br />provided all the information that he had requested, in a timely manner, <br />with the exception of information that was prohibited from disclosure <br />by law. <br /> <br /> <br />
