196 <br /> <br />TUESDAY, JULY 8,1997 <br /> <br />complete the work for some time, and there was no indication of why the <br /> <br />work had been halted, where he was, or when the work would be finished. <br />In addition, Mrs. McDowetl stated that although her mother had paid the <br />contractor to replace a storm door on the house that had been denied as <br />part of the program work, no door had been provided, even though the <br />personal check she had paid him with had been cashed. Mrs. McDowell <br />went on to describe the elements of the work on the house that had not <br />been finished, and expressed her anger about how she felt that her <br />mother had been treated. She then appealed to the Council and City <br />staff to correct the situation as soon as possible. Moving on to a <br />related subject, Mrs. McDowell also complained about Billy Wayne <br />Bennett, a property owner on Moss St. whom she accused of ruining the <br />neighborhood through his rental activities, that have turned the area <br />into a slum. She expressed her outrage about Mr. Bennett's activities <br />which she described as milking government programs for personal profit, <br />and stated that she did not believe that Richmond sent money for <br />assistance for the poor and elderly to have them ripped <br />off , or for Mr. Bennett to be allowed to do what he does. Mrs. <br />McDowell then apologized for her manner of complaint, but emphasized <br />that she expected for something to be done by City Council and Staff to <br />correct the problems she had stated. The City Manager and Council them <br />pledged to do whatever was necessary to address and correct the <br />problems that Mrs. McDowell had articulated. <br /> <br />Councilmember Teague then requested some discussion on how the problems <br />Mrs. McDowell had stated might be addressed.
