TUESDAY, JULY 8, 1997 <br /> <br />1.9,5 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsvilte, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, July 8, 1997, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, provided by Councilmember Dallas, and followed by <br />Mayor Adams' cordial welcome to visitors present, Council approved the <br />minutes of its meeting of June 10, 1997, as circulated. <br /> <br />Following approval of the minutes, Council then made presentations of <br />Service Awards tolthose City employees present to receive them. Those <br />present included: Earl B. Reynolds, Jr., Elmo M. Nowlin, Jr., Donald <br />P. Lucado, Jesse R. Oakes, Leonard Wayne Gilbert, and Betty Turner <br />Roach. See Attachment for complete list of employees receiving awards <br />for January to June, 1997. <br /> <br />Under Business from the Floor, Council heard from Mrs. Betty McDowell, <br />of Martinsville, who appeared to complain about circumstances <br />surrounding housing rehabilitation work being done on her mother's home <br />on Moss St., under the City's current Community Development Block Grant <br />Program. Mrs. McDowelt described a situation wherein her mother, a Mrs. <br />Gardner, had qualified under the program for various repairs on her <br />dwelling, and, although the contractor on the job, a Mr. Jim Clark, had <br />begun the work on the house, he had not reported to the site to <br /> <br /> <br />
