Mrs. Marshall <br /> <br />stated that the primary difference in the update and the original plan <br />is that the update has to address current Title 9 environmental <br />requirements. Mrs.'Marshall also stated that the current solid waste <br />system is working well, and that most of the goals of the original <br />plan have been accomplished. Following some discussion by the Council <br />Members, Mayor Adams declared the public hearing open. Mr. Rayford <br />Smith of Martinsville asked whether some portion of landfill'fees <br />collected from the County and other sources was being set aside to <br />provide for future waste disposal requirements, such as a new land- <br />fill. Mayor Adams responded that funds are being escrowed for closure <br />and post-closure requirements on the existing landfill, but no funds <br />have been set aside for a new landfill. There being no further public <br />comment Mayor Adams closed the public hearing. Upon motion, duly <br />seconded and by unanimous vote, Council approved the 1997 Update to <br />the Regional Solid Waste Management Plan, as presented. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council endorsed the <br />Strategic Plan of the Community Aesthetics Tea~. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the submittal of an application to the Commonwealth of Virginia, <br />Department of the Treasury, for reimbursement of certain financing <br />costs related to the financing of the Martinsville City Jail Project, <br />and adopted the following Resolution: <br /> <br />W~, the City Counc~I1 (the ~Council") of the City of Martinsville <br />(the '~City") has planned for the construction of a new 208-bed jail <br /> <br /> <br />
