TUESDAY, JUNE24,1997 <br /> <br />states that have most reduced out-of-wedlock births in the previous <br />two years, without an increase in the rate of abortion; and <br /> <br />WHEREAS, the Commonwealth of Virginia has become the first state in <br />the nation to announce its candidacy for one of these Federal awards <br />by applying incentives to local governments, service agencies, reli- <br />gious institutions, nonprofit organizations, and citizens to develop <br />local solutions to the out-of-wedlock birth problem; and <br /> <br />/--\WHEREAS, the Commonwealth of Virginia will provide technical and other <br /> forms of start-up assistance to any Virginia locality that officially <br /> partners with the State in competition for the Federal award, and the <br /> State proposes to distribute any Federal award Virginia receives <br /> directly to. its Partners in Prevention; and <br /> <br />WHEREAS, a locality becomes a Partner in Prevention by adopting a <br />formal resolution of participation in an initiative and the local <br />Partners in Prevention Coalition will submit a plan, reflecting whole <br />community input, to reduce out-of-wedlock births locally; and <br /> <br />WHEREAS, the City of Martinsville wishes to join with other localities <br />in the Commonwealth in this important community objective; now, there- <br />fore, <br /> <br />BE IT RESOLVED, by the Council of the City of Martinsville, Virginia, <br />in regular session assembled June 24, 1997, that it does hereby <br />endorse the efforts of the ~For the Children" Partners in Prevention <br />Coalition of Martinsville-Henry County to reduce out-of-wedlock births <br />locally without an increase in the rate of abortion. <br /> <br />188 <br /> <br />Upon motion, duly seconded and by a unanimous vote, Council voted to <br />delegate authority to the Planning Commission to review and approve a <br />request from Blue Ridge Rehab Center for a 90-day extension of its <br />Special Use Permit to add assisted and independent living facilities <br />to the Center. <br /> <br />Council considered conducting a public hearing on the 1997 Update to <br />the Solid Waste Management Plan for Henry County, the City of Martins- <br />ville, and the Town of Ridgeway. Nancy Marshall of Joyce Engineering <br />and City Manager Reynolds provided comments on the history of the <br />original regional plan, and pointed out that the item under conside- <br /> <br /> <br />
