188 <br /> TUESDAY~3UNE24,1997 <br /> <br /> Upon motion, duly seconded and by unanimous vote, Council reappointed <br /> <br /> to the Martinsvitle City School Board the following individuals: <br /> James H. Johnson, Jr., 1507 White'Oak Court, and Rev. William A. <br /> Shackleford, St., 405 Third St., to three-year terms ending June 30, <br /> 2000. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the City Manager to execute an agreement with the Martinsville/Henry <br />County Society for the Prevention of Cruelty to Animals (S.P.C.A.) to <br />assist the City's Animal Control Officer in a number of animal care <br />and control activities, for a fee of $2,000, during the period from <br />July 1, 1997 through June 30, 1998. <br /> <br />Council considered adoption of a Resolution endorsing the efforts of <br />local citizens involved in the Commonwealth of Virginia Partners in <br />Prevention initiative to reduce out-of-wedlock births. Dr. Frank Fara <br />and Ms. Patricia Carter were present to support the request for <br />adoption. Council Member Dallas expressed concern that motivation <br />behind the current interest in the issues might be based upon the <br />availability of new funds from the State, and that he could support <br />the measure only if a provision could be added that all funds <br />received, if any, would go to the school system to support their <br />efforts in this area. Upon motion, duly seconded and by a vote of 4 - <br />1 (Council Member Dallas opposing), Council adopted the following <br />Resolution: <br /> <br />W~EREA~, the Federal Government has allocated $20 million in each of <br />Federal fiscal years 1999 through 2002 to be divided among the five <br /> <br /> <br />
