TUESDAY, JUNE 10, 1997 <br /> <br />session assembled on June 14, 1994, approved by Resolution a system of <br />pay which shall govern the compensation of all employees in the <br />classified service of the City that was based upon the Hendricks and <br />Associates Report dated February, 1994 with said system of compensation <br />(generally referred to as the "Market-Based Plan") commencing on July <br />1, 1994; and <br /> <br />WHEREAS, the Hendricks and Associates <br />periodically to maintain a competitive <br />plan; and <br /> <br />Report recommended a review <br /> "Market-Based" compensation <br /> <br />WHEREAS, the City Administration recently conducted such a survey of <br />government and private employers in order to compare the City's <br />"Market-Based Plan" pay grade midpoints with average market salaries of <br />similar positions elsewhere; and <br /> <br />WHEREAS, it was determined that the City's pay grades are below the <br />"Market-Based" compensation of similar jobs; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled June 10, 1997, that it does hereby authorize <br />a seven percent (7%) increase to the Minimum, Mid-Point, and Maximum <br />for all grades within the current Market-Based Plan for the employees <br />of the City, to be effective July 1, 1997. <br /> <br />18i <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted and <br />appropriated $193.95 donated for the Bicycle Rodeo conducted on May 17, <br />1997 by the Martinsville Transportation Safety Commission. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted and <br />appropriated $1,777.39 for the Police Department and $90.18 for the <br />Commonwealth's Attorney received from State Forfeited Asset Seizures. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for June 24, 1997 on the Solid Waste Management Plan update. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the following matters: (1) appointments to various <br />Boards and Commissions (School Board, ANCHOR Commission, Blue Ridge <br /> <br /> <br />
