172 <br /> <br />TUESDAY, MAY 27, 1997 <br /> <br />second reading, the following Ordinance No. 97-10 amending Chapter 21 <br />of the City Code: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled,May 27, 1997, that it does hereby amend <br />Chapter 21--Taxation, Article I--In General, by adding Section 21-8-- <br />Other Classifications of Tangible Personal Property for Taxation, as <br />follows: <br /> <br />Section 21-8. Other classifications of tangible personal property for <br />taxation. <br /> <br /> The following classifications of tangible personal property shall <br />be taxed at the same rate that is applicable to machinery and tools: <br /> <br /> (a) Generating equipment purchased after December 31, 1974, for <br />the purpose of changing the energy source of a manufacturing plant from <br />oll or natural gas to coal, wood, wood bark, wood residue or any other <br />alternative energy source for use in manufacturing and any cogeneration <br />equipment purchased to achieve more efficient use of any energy source. <br />Such generating e~uipment and cogeneration equipment shall include, <br />without limitation, such equipment purchased by a firm engaged in the <br />business of generating electricity or steam, or both. <br /> <br /> (b) Motor vehicles, trailers and semi-trailers with a gross <br />weight of 10,000 pounds or more used to transport property for hire by <br />a motor carrier engaged in interstate commerce. <br /> <br />Council considered establishing compensation for City representatives <br />on the Henry-Martinsville Social Services Board. Mr. Reynolds stated <br />that the State Code provided cities could not compensate Social <br />Services Board members at a rate of more than $600 per year, therefore, <br />both the Council and the Board of Supervisors were being requested to <br />establish compensation for the joint Social Services Board at that <br />rate, retroactive to March, 1997 when the new Board first began <br />meeting. Upon motion, duly seconded and by unanimous vote, Council <br />established compensation for the City Board members at the rate of $50 <br />per month, retroactive to March, 1997. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for its June 10, 1997 meeting to receive the names of <br />candidates for appointment to the Martinsville City School Board for <br /> <br /> <br />
