THURSDAY. APRIL 24. 1997

salaries--this would be added to the S204,879 in the Pay Raise Reserve
on Page 85 to cover the 2% pay raise for teachers. The transfer t~!the

Schools Fund line item will be reduced by $95,710. This is not a
reduction in expenditures--just a transfer of funds.

Page 125 - Refuse Fund - Major Tools/Equipment - Upon motion, duly
seconded, and unanimous vote, Council agreed to add $170,000 for the
purchase of a compactor for the landfill operations.

Council Member Haskell wanted to be sure sufficient funds are set aside
for the pipe leaking under the landfill. City Manager Reynolds noted
that $3 million had been invested towards closure/post-closure costs,
which has been funded from the fund balance of the Refuse Fund. The
only way we can set aside money is to freeze the fund balance until
Council makes a decision as to what it wants to do. If we use the fund
balances in the Enterprise Funds for other purposes then there is no
money for capital improvements in the Enterprise Funds. He stated that
Council needs to wait for the audit in November to determine what
amount can be set aside. Upon motion, duly seconded, and unanimous
vote, Council agreed to evaluate this after the audit report is
received.

Page 137 - Upon motion, duly seconded, and unanimous vote, Council
agreed to reduce the General Fund contribution to the Capital Reserve
Fund by 821,250 and increase the Sewer Fund contribution to the Capital
Reserve Fund by the same amount.

Page 138 - Mayor suggested the City's contribution to PAAbe reduced to
85,000 from $25,000, but there was no support.
