THURSDAY, APRIL 24, 1997 <br /> <br />Page 62 - Western Virginia Emergency Medical Services Council - City <br />Manager Earl Reynolds noted that during Council's meeting on April 22, <br />he had recommended that their 83,133 request be eliminated. At that <br />time the Mayor had asked about the value of this organization to the <br />City. Clarence Monday, the Fire Department's EMS Coordinator and also <br />the City's representative on the Board of the WVEMS Council, had writ- <br />ten a letter explaining the importance of the WVEMS Council in provid- <br />ing necessary training and acquisition of grants. Upon motion, duly <br />seconded, and by a vote of 4-1 (Council Member Dallas abstained), <br />Council agreed to keep the $3,133 in the budget. <br /> <br />Upon motion, duly seconded, and unanimous vote, Council agreed to eli- <br />minate the transfer 831,250 from the General Fund to Stores ($10,000) <br />and to Capital Reserve Fund (821,250) for the mapping program. <br /> <br />Page 83 - Safety Award Program - Upon motion, duly seconded, and a vote <br />of 3-2 (Mayor Adams and Council Member Teague opposed), Council accept- <br />ed the City Manager's recommendation to eliminate 86,000 for safety <br />awards for City employees. Council Member Teague made a motion to <br />reinstate 83,000 to at least provide 50% of the program, but it died <br />for lack of a second. <br /> <br />Page 85 - Pay Raise Reserve - Council restated their action of April 22 <br />to provide a 2% raise for eligible City employees effective July 1, <br />1997, noting it would bethe same dollars for the entire fiscal year as <br />a 4% increase on January 1, 1998. <br /> <br />Page 87 - Transfer from General Fund to Schools Fund - Finance Dirctor <br />Richard Fitts explained a 895,710 received from the State for teachers' <br /> <br /> <br />
