TUESDAY. APRIL 8, 1997 <br /> <br />2-A, Parcels 17A1-YA, 17A1-Y, 17A1-X, 17R-2, and 17R-1 located on the <br />northwest side of Starling Avenue, from R-6 Residential and M-2 <br />Industrial to P-2 Professional. Wayne D. P. Knox, Planning, Zoning and <br />Housing Manager, noted the Planning Commission had recommended approval <br />of the rezoning and that no comments had been received at the Planning <br />Commission public hearing, other than those from the petitioners. <br />Mayor Adams then declared the public hearing open. Lafayette Jones, <br />501 Second Street, expressed concern regarding the rezoning of property <br />from M-2 Industrial, stating that very little industrial property <br />remained in the City and that the rezoning might discourage an industry <br />from considering that location for a facility. There being no other <br />comments, Mayor Adams declared the public hearing closed. Upon motion, <br />duly seconded and by unanimous vote, the following Ordinance was <br />adopted: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled April 8, 1997, that in <br />order to assure compliance with Virginia Code Section 15.1-491 <br />(g), it is stated that the public purpose for which this Ordinance <br />is initiated is to fulfill the requirements of public necessity, <br />convenience, general welfare and good zoning practice, that the <br />Zoning Map of the City of Martinsville, Virginia, be--and is <br />hereby--amended to the extent that Parcels 17A1-YA, 17A1-Y, 17A1- <br />X, 17R-2 and 17R-l, Section 43, Block 2A, on the Zoning Map of the <br />City of Martinsville, Virginia is hereby rezoned from R-6 <br />Residential and M-2 Industrial to P-2 Professional. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency <br />existing, this ordinance shall be in force immediately upon <br />adoption. <br /> <br />Council heard an update report on the activities of the Southern <br />Virginia Economic Development Partnership by its President, Ben <br />Davenport. Mr. Davenport noted the Partnership was an outgrowth of the <br />Governor's "Opportunity Virginia" program. Mr. Davenport reviewed the <br />purpose of the organization, which was primarily to work for the <br />economic development of the Counties of Halifax, Henry, Patrick and <br /> <br /> <br />
