TUESDAY, MARCH 11, 1997

was necessary to permit the keeping of horses used by the City's
mounted patrol unit at the City Farm.

Council considered a request by the Martinsville Transportation Safety
Commission that Council ratify amendments to the Commission's By-Laws
increasing the number of members on the Commission. David Ashwell,
Chairman of the Commission, requested an increase from 9 members to 11
members in order to accomplish the following ob3ectives: increase
diversity to represent all sections of the City, provide more help for
special events, provide more ideas from a larger group, and assist in
conducting business when attendance is down. Upon motion, duly
seconded and by unanimous vote, Council ratified the amendments. It
was noted the two new positions would be advertised and filled at a
future Council meeting.

Upon motion, duly seconded and by unanimous vote, Council approved a
supplemental appropriation in the amount of $2,886, to be taken from
the General Fund unexpended fund balance to fund the City's
participation in the expansion of the W. W. Moore Juvenile Detention
Facility and adopted the following Resolution:

WHEREAS, the 1997 General Assembly has approved a bill to amend the
State Code to permit the W. W. Moore Regional Detention Center the
authority to borrow money to finance costs relating to construction
and/or renovation of facilities; and

WHEREAS, it will be necessary to develop the legal documents to provide
for the establishment and the operation of a regional commission; and

WHEREAS, it has been proposed to increase the size of the existing
facility an additional ten (10) beds beyond the original intent, which
will require additional architectural and engineering work; now,
therefore,

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in
regular session assembled March 11, 1997, that it does hereby agree to
participate in the cost of legal, architectural and engineering fees
relating to the establishment of the W. W. Moore Regional Juvenile
