TUESDAY, MARCH 11, 1997 <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, March 11, 1997 in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meeting of <br />February 25, 1997 as circulated. <br /> <br />Council heard a report from Chris Morris, City Engineer, regarding the <br />project schedule for the City's Digital Mapping Project. Mr. Morris <br />reviewed the schedule, which ended in March, 1998 with delivery of <br />final map sheets. Mr. Morris explained the new maps would replace <br />those made in 1977 and would involve a scale of 1 inch equalling 100 <br />feet, with 2 foot contours. The data will be computerized, so <br />developers could obtain information on a specific piece of property <br />related to tax information, water and sewer, as well as electrical <br />services. Mr. Morris responded to several specific questions from the <br />members of Council. <br /> <br />Upon motion, duly seconded and by a vote of 4-0 (with Council Member <br />Dallas abstaining from the vote), Council approved, on first reading, <br />Ordinance No. 97-4 amending Chapter 5--Animals and Fowl, Article II-- <br />Keeping of Livestock and Fowl, Section 5-18--Keeping of Other Livestock <br />and Poultry Prohibited; Exception, of the City Code by adding paragraph <br />(c) to allow for keeping of horses at the City Farm for use by the <br />Police Department.
