TUESDAY, FEBRUARY 11, 1997 <br />it was necessary for Council to approve the reappropriation. <br /> <br />Council considered an update on the R. P. Thomas Trucking property. <br />Thomas Harned, Assistant to the City Manager for Development, reviewed <br />a conceptual schedule for the project. The first phase would be <br />demolition, in which a determination is made of the type and quantity <br />of hazardous materials in structures on the site and in which surveys <br />are conducted to support development plans. This stage would include <br />a bidding process and awarding of a demolition contract. The second <br />phase would be developing a redevelopment plan for the property. In <br />this phase, three neighborhood meetings devoted to preparing a <br />redevelopment plan for the site would be held. The third phase would <br />be site development, in which grading, drainage improvements, the <br />possible connection of the north and south segments of First Street, <br />and other improvements in the redevelopment plan would be done. The <br />final phase would be redevelopment, in which the property would be <br />developed and sold for residential or other use in accordance with the <br />redevelopment plan. The conceptual schedule begins in February, 1997 <br />and carries through the redevelopment phase, which would begin in <br />January, 1998. Council Member Teague suggested the conceptual schedule <br />include an element of acquiring the appropriate funding for the <br />project, as the project is not included in the current year's budget. <br />Gloria Hylton, 402 Second Street, stated she hoped the City could find <br />monies among its existing funds to pay for the project.
