TUESDAY, FEBRUARY 11, 1997

A regular, semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Tuesday, February 11, 1997 in the Council Chamber, City Hall,
beginning at 7:00 P.M. All members of Council were present: George B.
Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas;
Elizabeth H. Haskell; and M. Gene Teague.

After the invocation, followed by Mayor Adams' cordial welcome to
visitors present, Council approved the minutes of its January 28, 1997
meeting as circulated.

Under Business From the Floor, Lafayette Jones, 501 Second Street,
asked for an explanation of the status and funding of the Fayette
Street/Route 57 corridor pro3ect. City Manager Earl B. Reynolds, Jr.
stated the project was listed as the City's second priority in the
Virginia Department of Transportation Six-Year Plan. Currently, funds
are being accrued in the City's account for this project and, once
sufficient funds are accrued, preliminary engineering work will begin.
Mr. Reynolds offered to provide Mr. Jones with more detailed
information on the status of this project.

Upon motion, duly seconded and by unanimous vote, Council approved a
reappropriation of $30,874 from the FY 95-96 Budget to the FY 96-97
Budget for Emergency Medical Services. Finance Director Richard Fitts
noted that Henry County usually bills the City for its share of the
Joint Emergency Medical Services Program costs after the end of the
fiscal year. An adjustment is then made by the City's auditors to
place this expenditure in the proper fiscal year. However, the
auditors did not make this adjustment in the FY 95-96 audit, therefore,
