TUESDAY, FEBRUARY 11. 1997

Specialist, said the Planning Study is now in the final stages of being
completed and that the Study as well as a Council Resolution needs to
be submitted to the State by March 1, 1997. Sheriff Steve Draper
reported on visits that had been made to several "direct supervision"
facilities. Sheriff Draper noted the new jail was being planned as a
direct supervision facility and it was hoped this design would be more
efficient as well as provide for a better correctional environment.
Mr. Reeves described the pro3ect timeline as follows: advertisement
for bids in July or August, 1997; contract awarded in late August or
September, 1997; completion of project in January, 1999; and occupancy
of the facility in March, 1999. Mr. Reeves stated that at Council's
next meeting a presentation would be made on the Planning Study and
Council would be asked to adopt a Resolution in order to submit the
Planning Study to the State.

In discussing the temporary jail addition, Mr. Reeves noted Council had
appropriated $400,000 in late November, 1996 for this project. Since
that time, the Staff has looked at three'options for the temporary
addition: Sprung Structures, trailers, and metal buildings. At this
time, Staff is favoring the metal building option. Mr. Reeves stated
he hoped to bring Council a recommendation for the next meeting.
Several Council Members questioned Mr. Reeves on the metal building
option, as this has the potential of being a more permanent facility
which could be put to other uses when the new jail is completed.

In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950,
and as amended) and upon motion, duly seconded and by unanimous
recorded vote, Council convened into Executive Session for the purpose
of discussing the following matters: (1) consultation with legal
