THURSDAY, NOVEMBER 21, 1996 <br /> <br />reviewed the School Division's 1996-97 Test Improvement Plan. <br />plans for each school were presented. <br /> <br />Specific <br /> <br />Dr. Trollinger reviewed the results of block scheduling at the.High <br />School. Under block scheduling, students take four courses in each <br />semester, for a total of eight courses. Under the old system, students <br />only took seven courses per year. Dr. Trollinger noted that results <br />from the first grading period of 1996-97 vs. 1995-96 showed 7% fewer <br />"D" and "F" grades during 1996-97. <br /> <br />Dr. Trollinger reviewed a commentary from Middle School Principal Joan <br />Montgomery which discussed the evolution of the School from a Junior <br />High School to a Middle School. <br /> <br />Mr. Blackman then engaged the Council and School Board in a discussion <br />in which previous agreements between the two groups were reviewed, <br />discussed and modified. Mr. Blackman stated that he would take the <br />previous agreements and the discussion held at this meeting in order to <br />develop a new document of agreements between the two groups. <br /> <br />In reviewing the budget process, Dr. Trollinger noted the need to <br />approve the School budget by May 1 so that teacher contracts could be <br />developed for the upcoming school year. Council members indicated that <br />they would attempt to meet the May 1 goal. Dr. Trollinger noted <br />several capital equipment replacements that were unbudgeted for 1996- <br />97. It was indicated that the School System would approach Council for <br />a supplemental appropriation for these items. <br /> <br />Dr. Trollin~er provided Council members information for each school on <br /> <br /> <br />
