THURSDAY. NOVEMBER 21, 1996 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, November 21, 1996 at the Tultex Central Distribution <br />Center, Kings Mountain Road, beginning at 1:30 P.M. All members of <br />Council were present: George B. Adams, Jr., Mayor; Mark A. Crabtree, <br />Vice-Mayor; Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene <br />Teague. <br /> <br />Also in attendance were members of the Martinsville City School Board: <br />Judith Matthews, Chairman; William A. Shackleford, Sr., Vice-Chairman; <br />Charles W. Davies, Jr.; Bernie F. Gray, Jr.; and James H. Johnson, Jr. <br /> <br />Present as the facilitator of this meeting was R. David Blackman, of <br />Blackman and Associates. <br /> <br />The meeting began with a report from School Superintendent Ira <br />Trollinger. Dr. Trollinger reviewed the pay-for-performance plan which <br />has been adopted by the School System. Under the plan, each school <br />develops two improvement goals for the school year. Staff members who <br />elect to participate in the compensation. plan develop a contract <br />outlining what the staff member is planning to do to help the school <br />accomplish the two achievement goals. If the school is successful in <br />achieving its goals and if the individual completes all agreed upon <br />activities in the contract pertaining to the goal, the individual <br />receives a share of the budgeted pay-for-performance funds. Dr. <br />Trollinger noted that the predominant goal for most schools involved <br />improving reading skills. <br /> <br />Beth Baptist, Asst.
