THURSDAY', OCTOBER 31, 1996 <br /> <br />regular session assembled October 31, 1996, that it hereby agrees. to <br />take at least one action to affirmatively further fair housing each <br />grant year, during the. life' of its project funded with Community <br />Development Block Grant funds. The action taken will be selected from <br />a list provided by the Virginia Department of HOusing and Community <br />Development. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted a <br />standardized Resolution designating the City Manager as the City's <br />agent to apply for Federal Disaster Assistance for the damages received <br />from Hurricane Fran. Mr. Reynolds stated that as a result of a Major <br />Disaster Declaration being declared due to Hurricane Fran on September <br />5-6, 1996, the City was listed as one of many jurisdictions eligible to <br />submit a claim to the Department of Emergency Services--State Public <br />Assistance Office for 8142,398 in disaster relief. <br /> <br />Council considered authorizing a reappropriation of $100,000 from the <br />FY 95-96 Meals Tax Fund to the FY 96-97 Meals Tax Fund to be expended <br />on the Middle School construction project. It was noted that due to <br />construction delays and a lack of storage space, the School System was <br />unable to accept delivery of certain furniture and fixtures prior to <br />June 30, 1996. Therefore, a reappropriation needed to be approved in <br />order to accept delivery during FY 96-97. Upon motion, duly seconded <br />and by unanimous vote, Council approved the reappropriation. <br /> <br />Council considered accepting and appropriating $12,625 received from <br />the Department of Education to be used for computers in the Schools' <br />Special Education classes. School Superintendent Ira Trollinger <br />explained that the Department of Education provided 8161,625 in Special <br />Education funds, while only 8149,000 had been budgeted. Dr. Trollinger <br />recommended the excess funds be used to purchase computers for Special <br />Education. Upon motion, duly seconded and by unanimous vote, Council <br /> <br /> <br />
