THURSDAY, OCTOBER 31, 1996 <br /> <br />in the effort. Upon motion, duly seconded and by a vote of 4-1 <br />(Council Member Dallas opposing due to the lack of inclusion of <br />Franklin County), Council adopted the following Resolution: <br /> <br />WHEREAS, the Martinsville-Henry County Chamber of Commerce, the <br />Danville Area Chamber of Commerce, Halifax Chamber of Commerce, the <br />Patrick County Chamber of Commerce and the Pittsylvania County Chamber <br />of Commerce have been working together for several months to market and <br />promote tourism through the automobile racing industry in South Central <br />Virginia; and <br /> <br />WHEREAS, the Counties of Halifax, Henry, Patrick, and Pittsylvania, the <br />Cities of Danville and Martinsville, and the Towns of South Boston and <br />Stuart have 3oined together to market and promote the automobile racing <br />industry in South Central Virginia; and <br /> <br />WHEREAS, the Chambers of Commerce listed above and working in concert, <br />now calling themselves Virginia's Racing Region, are developing and <br />publishing a visitor's guide to be mailed to fans purchasing tickets <br />for the Martinsville Speedway and South Boston Speedway, to be <br />distributed through visitor centers, and to media representatives; and <br /> <br />WHEREAS, Virginia's Racing Region plans to print at least 20,000 of <br />these guides and it is their hope that racing fans who come to South <br />Central Virginia will extend their visit in this region or return for <br />a future visit; and <br /> <br />WHEREAS, the Counties of Halifax, Henry, Patrick, and Pittsylvania, the <br />Cities of Danville and Martinsville, and the Towns of South Boston and <br />Stuart desire to receive official designation by the Virginia General <br />Assembly as being Virginia's Racing Region;now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on October 31, 1996, that it does hereby <br />endorse this request to the Virginia General Assembly and joins the <br />Counties of Halifax, Henry, Patrick and Pittsylvania, the City of <br />Danville, and the Towns of South Boston and Stuart in requesting this <br />area of the Commonwealth be designated as Virginia's Racing Region. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution and authorized the City Manager to execute the <br />Residential Anti-Displacement and Relocation Assistance Plan: <br /> <br />WHEREAS, the City of Martinsville has been offered and intends to <br />accept federal funds authorized under the Housing and Community <br />Development Act of 1974, as amended; and <br /> <br />WHEREAS, recipients of funding under the Act are required to take <br />action to affirmatively further fair housing; now, therefore, <br /> <br />BEIT RESOLVED by the Council of the City of Martinsville, Virginia, in <br /> <br /> <br />
