<br />p <br /> <br />April 22, 2008 <br /> <br />seconded by Ron Ferrill, Council agreed to include this Wilson Park proposed plan <br /> <br />in the Parks Master Plan for the City. <br /> <br />Wayne Knox, Community Development Director, introduced Tiffani <br /> <br />Underwood, who briefed Council on the committee's work on ideas for development <br /> <br />opportunities surrounding the arena site. The committee felt design guidelines <br /> <br />need to be in place for the future development. She presented an arena planning <br /> <br />map showing possible concepts for the properties adjacent to the arena as well as <br /> <br />throughout Uptown. She also pointed out possibilities with parking and traffic flow. <br /> <br />Council pointed out that a next good step would be a parking plan and traffic <br /> <br />analysis and Tiffani said the committee still needs to complete the plan including <br /> <br />the vacancy possibilities. <br /> <br />Council heard a report from Wayne Knox regarding Inspections Process <br /> <br />Review Committee recommendations and highlighted the committee's work. Wayne <br /> <br />pointed out the inspections system needed tweaking and not starting over. Wayne <br /> <br />pointed out city fees are set to recoup city costs for inspections and he reported a <br /> <br />customer survey will be given to their department's customers in order to measure <br /> <br />how they are doing. Dr. Mervyn King spoke briefly about his feelings on the city's <br /> <br />inspections department and said he felt they did a great job and were customer <br /> <br />friendly. Wayne is to bring back specific actions for Council approval to a future <br /> <br />Council meeting. <br /> <br />On a motion by Gene Teague, seconded by Ron Ferrill, Council approved the <br /> <br />following resolution regarding the Cherry Street CDBG project program design: <br /> <br />RESOLUTION <br />WHEREAS, the Virginia Department of Housing and Community Development is now providing funds for the <br />Cherry Street neighborhood Improvement Project; and <br />WHEREAS, the Virginia Department of Housing and Community Development requires that the City Council of <br />Martinsville approve the Program Design of the Cherry Street Neighborhood Improvement Project, now therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled April 22, <br />2008, that it determines that the Program Design is a viable and necessary tool, does hereby approve the <br />Program design of the Cherry Street Neighborhood Improvement project. <br /> <br />Council agreed to submit the following memberships on the Virginia Municipal <br />League 2008-09 Policy Committees: Environmental Quality-Kathy Lawson; Finance <br />-Gene Teague; Human Development & Education-James W. Clark; Transportation- <br />Kimble Reynolds, Jr. <br />
