<br />( <br /> <br />April 22, 2008 <br /> <br />On a motion by Gene Teague, seconded by James Clark, Council agreed to set a <br />public hearing for May 13, 2008 to consider amending the zoning ordinance <br />regarding Section II. Definitions, Recreational equipment and vehicles, Section V. <br />General Dimension Requirement, and Section xv. Off Street Parking and Loading. <br />City Attorney Eric Monday briefed Council on the changes and advised that the <br />Planning Commission has approved the amendments concernmg setback <br />requirements for certain construction and regulation of off-street parking. <br />The Mayor asked for business from the floor. Chris Koumparakis of Ridgeway <br />spoke regarding: the problem he has with using taxpayers money to fund the July 4 <br />celebration; he feels the inspections department has had numerous problems and <br />he felt they overuse their power; he praised Council for their decision on the AMP <br />Ohio issue and pointed out that down in Eden, NC there is a coal fired steam plant. <br />Glenn Powell of Forest Street spoke regarding: city needs to have a policy for houses <br />that are being torn down so they could be rehabbed; asked if there was an <br />ordinance to forgive taxes on a property that could potentially be rehabbed. City <br />Attorney Eric Monday asked that Mr. Powell contact his office and he will work with <br />him on this issue. Police Chief Mike Rogers reminded the audience of the <br />Womanless Beauty Pageant cancer fundraiser scheduled for April 26. <br />Comments from City Council: Councilmember Lawson asked that the blight <br />ordinance issue be placed on the May 13 agenda in follow up to a citizen inquiry to <br />her. Councilmember Teague asked the City Attorney for a clarification on whether <br />any attorneys are presently being paid regarding the cable issue and Eric Monday <br />reported no attorneys are being paid and there will be no bills unless we get money <br />from a settlement. <br />Comments from City Manager: City Manager Clarence Monday reminded <br />Council that he will be presenting the proposed FY09 budget on Wednesday, April <br />23, at 4:00 pm. <br />In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as <br />amended) and upon a motion by Ron Ferrill, seconded by Gene Teague, with the <br />following recorded vote: Mr. Reynolds, aye; Mr. Clark, aye; Mrs. Lawson, aye; Mr. <br />Ferrill, aye; and Mr. Teague, aye, Council convened in Closed Session, for the <br />purpose of discussing the following matters: (A) appointments to Boards and <br />
