<br />The regular meeting of the Council of the City of Martinsville, Virginia, was
<br />held on April 22, 2008, in Council Chambers, Municipal Building, at 7:30 PM, with
<br />Mayor Kimble Reynolds, Jr. presiding. Council Members present included: Kimble
<br />Reynolds, Jr., James Clark, Kathy Lawson, Ron Ferrill, and Gene Teague. Staff
<br />present included: Clarence Monday, City Manager, Leon Towarnicki, Brenda
<br />Prillaman, Eric Monday, Linda Conover, Mike Rogers, Wayne Knox, Tiffani
<br />Underwood, Chris Morris and Ruth Easley.
<br />Following the invocation by Council member Gene Teague and Pledge to the
<br />American Flag, Mayor Reynolds welcomed everyone to the meeting.
<br />On a motion by Ron Ferrill, seconded by Kathy Lawson, Council approved the
<br />minutes of the April 8, 2008 meeting.
<br />Mayor Reynolds resumed the public hearing from the April 8,2008 meeting to
<br />rezone three parcels located at 1100 Chatham Road and 1108 Chatham Road,
<br />(known as 25(05)001/ 132A, 132B, 133 and 134 on the Tax Map of the City of
<br />Martinsville) from R-9 Residential to C-3 Commercial and consider approval of
<br />ordinance, on second reading, to amend the zoning map. There being no public
<br />comments, Mayor Reynolds closed the public hearing. On a motion by Kathy
<br />Lawson, seconded by Ron Ferrill, with the following recorded vote: Mr. Reynolds,
<br />aye; Mr. Clark, aye; Mrs. Lawson, aye; Mr. Ferrill, aye; and Mr. Teague, aye,
<br />Council approved the following ordinance, on second reading, to amend the zoning
<br />map to the extent that 1100 & 1108 Chatham Road, (Parcels 25(05)00/ 132A, 132B,
<br />133 and 134 on the Zoning Map of the City of Martinsville) from R-9 Residential to
<br />C-3 Commercial.

<br />AN ORDINANCE AMENDING THE ZONING MAP CITY OF MARTINSVILLE
<br />BE IT ORDAINED by the Council of the City of Martinsville. Virginia, in regular session assembled. that in order to assure compliance
<br />with Virginia Code Section 15.1-491 (g). it is stated that the public purpose for which this Ordinance is initiated is to fulfill the
<br />requirements of public necessity. convenience. general welfare and good zoning practice. that the:
<br />
<br />Zoning Map of the City of Martinsville. Virginia, ben and is hereby -- amended to the extent that I 100 & I 108 Chatham Road. (Parcels
<br />25(05)00/132A. 132B. 133 and 134 on the Zoning Map of the City of Martinsville) are hereby rezoned from R-9 Residential to C-3
<br />
<br />Commercial.

<br />On a motion by Gene Teague, seconded by James Clark, with the following
<br />recorded vote: Mr. Reynolds, aye; Mr. Clark, aye; Mrs. Lawson, aye; Mr. Ferrill, aye;
<br />and Mr. Teague, aye, Council approved the ordinance revisions, on first reading, of
<br />the Erosion and Sediment Control Ordinance-Chapter 8 of the City Code.
