:~,

April 22, 2008

On behalf of Fayette Street Historical Initiative, Curtis Millner, Interim
Chairman, expressed to Council FAHI's request to rent, lease, or purchase the
former Police Academy Building, 605 Fourth Street, located at the corner of Fourth
and D Street. He stated use of this requested building would be for an interim
basis for 3-5 years until they can get a permanent location somewhere on Fayette
Street. The building they are currently in which they are paying rent on, does not
allow room for all their exhibits. The City Manager asked that Council allow him to
have the time to carefully look at city hall space needs and how the Police Academy
space could fit in. The Mayor asked that this item be placed on the May 13, 2008
agenda to further discuss uses for this property and he asked that Mr. Millner work
with the City Manager regarding assistance in finding adequate space for FAHI.
Leonard Jones of the MHC NAACP outlined his request that the City of
Martinsville assist in funding the NAACP Juneteenth event. Council asked him for
information on other funding he has received and he stated only 10% of cost has
been donated by two other entities for which he would not give amounts received.
Points made by Council members included: budget for this year has not been
finalized, city does not fund other festivals held Uptown, Rally Round the Youth
money FY08 was not given to his organization because a budget was not presented
to Council as was requested, Council is accountable to all taxpayers and will need
projected income and projected expenses; Council has to be consistent or other
events will expect same funding; City has provided dumpsters and related Public
Works costs. The Mayor asked for a motion from Council regarding funding the
Juneteenth event. No motion was made, therefore, the funding request issue failed
for lack of a motion.
Tim Gette, Wilson Park Committee Chairman, presented the Wilson Park plan
recommendations, discussed the cost estimate and options for moving forward
including possible funding sources. Mr. Gette recognized those who have served on
this committee and thanked them for their hard work. He pointed out that this
presentation was to identify the potential opportunities for the park and the only
thing being asked of Council is that this development plan for Wilson Park be
included in the Parks Master Plan for the City.
