<br />May 23, 2007 <br /> <br />M <br /> <br />Martinsville <br /> <br />A CITY WITHOUT LIMITS <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />MartinsviIle, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of May 17, 2007, conducted a duly advertised public <br />hearing on a request by Heritage Properties, LLC, to rezone property located at #1 Starling Avenue, <br />(known as parcel 34(06)00/0IA on the Tax Map of the City of MartinsviIle) from R-6 Residential to P-2 <br />Professional. <br /> <br />At the Public Hearing it was noted the owners of this residential site wish to market the property for a <br />higher use than allowed in a residential district. This parcel is surrounded by properties designated as R-6 <br />Residential, P-l or P-2 Professional, and is currently designated as Professional on the Proposed Land <br />Use Map of the Comprehensive Plan. Landscaping is already in place in the front with parking provided <br />in the rear yard. There was no public response regarding this petition. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose for which <br />these Resolutions are initiated is to promote the public health, safety or general welfare of its citizens and <br />to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted unanimously (3-0) to <br />recommend to City Council this property be rezoned to P-2 Professional, conditioned on compliance with <br />the parking and landscaping requirements of the Zoning Ordinance, and that the Proposed Land Use Map <br />be amended to reflect a Professional designation. <br /> <br />The Planning Commission respectfully submits this recommendation for Council's further consideration. <br /> <br />Sincerely, <br /> <br />J ames Barnett, Chairperson <br /> <br />1Jc- ~.P ~~l <br /> <br />Wayne D~ Knox, Director <br />Community Development <br /> <br />Ibtr <br />cc: James Barnett, Chairperson <br />James A.
