WHEREAS, the County Board of Supervisors of each of the aforementioned Counties and the City Councils of the aforementioned Cities had adopted a resolution authorizing the County Board Chairperson and Mayor to sign this Charter of the WEST PIEDMONT WORKFORCE INVESTMENT CONSORTIUM under the CONSORTIUM in order to administer the provisions of Public Law 105-220, the federal Workforce Investment Act (P.L. 105-220) (hereinafter, the "Charter"): NOW THEREFORE, in consideration of the above premises and the mutual agreements of the parties hereinafter set forth, the receipt and sufficiency of which is acknowledged by the parties hereto for itself, the Jurisdictions do hereby agree to the following Charter. AGREEMENT SECTION 1: AREA DESIGNATION That the Counties of Pittsylvania, Henry, and Patrick and the Cities of Martinsville, and Danville do hereby constitute themselves to be a Consortium for the purposes of Section 117 (c)(1)(B) of Public Law 105-220, the Workforce Investment Act. SECTION 2: REPRESENTATION The chief local elected officials of each political jurisdiction (the chairpersons of the County Board of Supervisors, and the Mayor of the Cities) or the designees of said officials of the County shall constitute the representatives of each locality in the WEST PIEDMONT WORKFORCE INVESTMENT CONSORTIUM (hereinafter, the "Consortium") which shall appoint the Local Workforce Investment Board under Section 117 (c)(I)(a) of the Act. SECTION 3: OFFICERS The Consortium shall elect from its membership a Chairperson, a Vice Chairperson and other such officers as may be provided in the bylaws to serve a term of one( 1) year or until a successor is elected and qualified. Vacancies shall be filled by election for the residue of the unexpired term. The Chairperson shall appoint a staff person of one of the Consortium member localities or the administrative entity to serve as board clerk. SECTION 4: THE CHIEF LOCAL ELECTED OFFICIAL The parties shall select a single Chief Local Elected Official ("CLEO") as follows: Each of the parties will select a chief elected official from the general purpose local governmental body. These Chief Local Elected Officials will form the Consortium. They will select a Chair of the Consortium. The Chair will either appoint or call for an election of an individual who will serve as the single Chief Local Elected Official for the Area. The Consortium shall appoint Local Board members in accordance with the Consortium Agreement and the single Chief Local Elected official will have a seat on the Local Board.
