<br />CHIEF LOCAL ELECTED OFFICIAL <br />CONSORTIUM AGREEMENT <br />Of the <br />West Piedmont Local Workforce Investment Area <br />under the <br />WORKFORCE INVESTMENT ACT (P.L 105-220) <br />THIS AGREEMENT, made and entered into this ~day of June, 2000, and revised this <br />30th day of June, 2007, <br />by and BETWEEN the COUNTIES OF <br />Pittsylvania, Henry, and Patrick, and <br />THE CITIES OF Martinsville, and Danville, political subdivisions of the Commonwealth <br />of Virginia: <br /> <br />WHEREAS, the Commonwealth of Virginia has determined that workforce development <br />is critical to the long-term economic health of the state, and <br /> <br />WHEREAS, the driving force for the envisioned workforce development system should <br />be local, employer driven partnerships focused upon continuous improvement of <br />customer services, and <br /> <br />WHEREAS, cost effective grant management, oversight and strategic planning for the <br />local partnerships, is best provided through intergovernmental collaboration, and <br /> <br />WHEREAS, the Commonwealth of Virginia Workforce Council ("State Board") <br />established pursuant to the Workforce Investment Act of 1998 ("WIN') is required to <br />designate Workforce Investment Areas ("Areas") as expeditiously as possible, and <br /> <br />WHEREAS, each Area shall have a local Workforce Investment Board ("Local Board") <br />appointed by Chief Local Elected Officials in accordance with the WIA and State criteria, <br />and <br /> <br />WHEREAS, each Area containing two or more general purpose local governments (cities <br />and counties) is required to execute a Consortium Agreement ("Agreement") between the <br />Chief Local Elected Officials of those governments, <br /> <br />NOW, THEREFORE, BE IT RESOLVED as follows: <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the County Board of Supervisors ofthe aforementioned Counties and the <br />City Councils of the aforementioned Cities did previously adopt resolutions authorizing <br />the County Board Chairperson and the Mayor to sign a charter creating the WEST <br />PIEDMONT WORKFORCE INVESTMENT CONSORTIUM in order to administer the <br />provisions of Public Law 105-220, the federal Workforce Investment Act: and <br /> <br />Consortia Agreement <br />Final Draft <br /> <br />2 <br /> <br />Revised 2007 <br />
