<br />The Consortium will meet at least two times a year for the purpose of strategic planning <br />and approving the Area's plan. At least one of these meetings shall be in conjunction <br />with the Local Board. <br /> <br />SECTION 5: PROCEDURES <br />Robert's Rules of Order, Newly Revised, shall govern the procedures of the Consortium <br />insofar as they do not conflict with applicable law or administrative rules or bylaws duly <br />adopted by the Consortium. <br /> <br />SECTION 6: The Consortium may adopt operational and procedural bylaws consistent <br />with this Charter, applicable federal and state laws, and rules or regulations pursuant <br />thereto. Bylaws or amendments thereto may be adopted by the affirmative vote of2/3 of <br />the entire membership of the Consortium at any regular meeting called for that purpose, <br />provided that written copies thereof are delivered to each member fifteen (15) days prior <br />to consideration. <br /> <br />Membership <br />The voting members of the CONSORTIUM shall be the Chief Local Elected Official <br />of each of the Jurisdictions that are party to this agreement, or the designee of said <br />Official. <br /> <br />Terms of Office <br />The term of office for each CONSORTIUM member shall coincide with the term of <br />office for which the member was elected to public office in the particular Jurisdiction <br />the member represents. <br /> <br />Voting Rights <br />Each CONSORTIUM member shall have one (I) equal vote on all matters before the <br />CONSORTIUM. Voting by proxy shall not be permitted. <br /> <br />Meetings <br />The CONSORTIUM shall hold meetings from time to time as may be required in <br />order to conduct the affairs of the CONSORTIUM. At least two meetings shall be <br />held each year for the purpose of reviewing the state of the workforce development <br />programs and services; and, for consideration of plans and/or modifications to such <br />plans as may be required. <br /> <br />SECTION 7: GRANT RECIPIENT <br />The Consortium may designate from its membership a local County or City government <br />to serve as the grant recipient for Title I funds of the WIA. The extent of liability for any <br />single participating jurisdiction in the Consortium, for any and all of Act funds, is hereby <br />limited to the prorated share of the participating jurisdiction allocation of the total Act <br />funds allocated to the West Piedmont Investment Area, during the specific fiscal year in <br />which an issue of liability may arise. <br /> <br />Consortia Agreement <br />Final Draft <br /> <br />4 <br /> <br />Revised 2007 <br />
