<br />4 <br /> <br />TtJES ])A Y <br /> <br />JANUARY 10, 1956 <br /> <br />(1) That the total volume of traffic passing under the traffic signal at <br />Starling Avenue and Church street is within 50 caxs per day of the volume <br />at the five-way intersection at Fayette vri th Church and Memorial Boulevard <br />and almost identical with the volume at the intersection of Starling <br />Avenue and Memorial Boulevard. <br /> <br />(2) That the traffic approaching this intersection on Starlhg Avenue is <br />approximately equally divided between right-turn traffic proceeding east <br />on Church Street and left-turn traffic approaching the down-town area <br />along Church Street. <br /> <br />(3) That Church street between 6 :00 a.m. and 6 :00 p.m. and between Starling <br />Avenue and Cleveland Avenue is now carrying over 10,000 automobiles in <br />the above mentioned J2 -hour period. <br /> <br />(4) That Starling Avenue between Mulberry and Church Street and during the <br />S2,.r;e J2-hour period is carrying a total volume of 6,400 automobiles. <br /> <br />(5) That Mulberry Road between Starling Avenue and Rives Road, during the same <br />12-hour I::€riod, is carrying a total volume of ),1.,300 automobiles. <br /> <br />~::~ <br />o~ <br />0," <br />rr <br />v> <br />,;5 <br /> <br />(6) That the preponderance of traffic at the intersection of Mulberry Road am <br />Starling Avenue is flowing around the corner of Eulberry and Starling with <br />the heaviest volumes coming out of Mulberry, turning to the right <br />approaching Church Street and moving south on Starling Avenue, turning <br />left into MuTherry. In other words, the situation is very similar to the <br />irctersection of Church Street, Oakdale, and Clwrch Street Extension; <br />however, the volumes have not reached the point of necessitating the <br />installation of 8. traffic signal at this location. <br /> <br />By comparison, the volume of traffic on Starling Avenue between Mulberry and <br />Church Streets being 6,400, the volume of traffic on Starling Avenue between <br />Mulberry Road and Cleveland Avenue is only 3,400 or approximately half. <br /> <br />The Planning Commission respectfully submits the above reconnendations for <br />Counc iI's further co ns idera tion. <br /> <br />In taking note of the fact that the Mayor's Commission on Human Values has become <br /> <br />activated and has launched into the study recomrrended by City Manager Mathewson in <br /> <br />his 1955-56 Budget ).Iessage and approved by Couneil, Council requested that Mayor <br /> <br />Hodnett convey by letter to General Chairnan T. N. Barbour an expression of the <br /> <br />~ouncil's sincere interest, encouragement and best ,vishes. <br />
