4 TtJES ])A Y JANUARY 10, 1956 (1) That the total volume of traffic passing under the traffic signal at Starling Avenue and Church street is within 50 caxs per day of the volume at the five-way intersection at Fayette vri th Church and Memorial Boulevard and almost identical with the volume at the intersection of Starling Avenue and Memorial Boulevard. (2) That the traffic approaching this intersection on Starlhg Avenue is approximately equally divided between right-turn traffic proceeding east on Church Street and left-turn traffic approaching the down-town area along Church Street. (3) That Church street between 6 :00 a.m. and 6 :00 p.m. and between Starling Avenue and Cleveland Avenue is now carrying over 10,000 automobiles in the above mentioned J2 -hour period. (4) That Starling Avenue between Mulberry and Church Street and during the S2,.r;e J2-hour period is carrying a total volume of 6,400 automobiles. (5) That Mulberry Road between Starling Avenue and Rives Road, during the same 12-hour I::€riod, is carrying a total volume of ),1.,300 automobiles. ~::~ o~ 0," rr v> ,;5 (6) That the preponderance of traffic at the intersection of Mulberry Road am Starling Avenue is flowing around the corner of Eulberry and Starling with the heaviest volumes coming out of Mulberry, turning to the right approaching Church Street and moving south on Starling Avenue, turning left into MuTherry. In other words, the situation is very similar to the irctersection of Church Street, Oakdale, and Clwrch Street Extension; however, the volumes have not reached the point of necessitating the installation of 8. traffic signal at this location. By comparison, the volume of traffic on Starling Avenue between Mulberry and Church Streets being 6,400, the volume of traffic on Starling Avenue between Mulberry Road and Cleveland Avenue is only 3,400 or approximately half. The Planning Commission respectfully submits the above reconnendations for Counc iI's further co ns idera tion. In taking note of the fact that the Mayor's Commission on Human Values has become activated and has launched into the study recomrrended by City Manager Mathewson in his 1955-56 Budget ).Iessage and approved by Couneil, Council requested that Mayor Hodnett convey by letter to General Chairnan T. N. Barbour an expression of the ~ouncil's sincere interest, encouragement and best ,vishes.
