<br />~16 <br /> <br />TUESDAY <br /> <br />JANUARY 10, 1956 <br /> <br />Council, in receiving the following Planning Commission report, indicated its <br /> <br />concurrence with respe et to the recormnended traffic changes and suggested that the <br /> <br />portion of said renort dealing with the proposed widening of the east side of <br /> <br />starling Avenue from I.rartirnvi11e General Hospital's emergency entrance to Church <br /> <br />Street might be given consideration during the preparation of the 1956-57 budget: <br /> <br />On November 22, 1955, the Planning Commission rocormnended to the City <br />Council that a request from the First Baptist Church of this City for <br />widening of Starling Avenue be denied. In that letter, the Connission <br />also advjBed Council that a traffic study had been made at the inter- <br />section of Mulberry and Starling Avenue and Starling Avenue and Church <br />Street and that as a result of this study the Planning Commission would, <br />at a later date, consider cert2.in recommenda.tions to Council with <br />respect to improve::uerrts in the flow of traffic on t:ulberry, Starling <br />Avenue and Church Street. <br /> <br />The Planning Comnission, meeting in regular session December 28, 1955, <br />did consider all of the problems relating to the traffic at the above <br />mentioned locations and after much discussion of these problems, voted <br />unanimously to :make the following reconnendatiom to Council: <br /> <br />(I) That all of the parking on the north side of Mulberry Road between <br />Starlirg Avenue and Jefferson Circle be removed at all times <br />except on Sundays and appropriate signs be erected accordingly. <br /> <br />(2) That Starling Avenue be widened on the east side between the <br />emergency entrance to the Martinsvil1e General Hospital and Church <br />Street to permit the addition of a right-turn lane on Starling <br />AVGnue approaching the traffic signal at the intersection of <br />Starling Avenue 2nd Church Street. <br /> <br />(3) That all parking on the south side of Church Street between Cleveland <br />Avenue and Starling Avenue be prohibited between the hours of 6 :00 a.m. <br />and 7:00 p.m. every day except Sundays. <br /> <br />The Planning Co~~ission wishes also to advise COlillci1 that it is cognizant <br />of the fact that the bigGest traffic problem confronting the City at the <br />moment is the traffic bottleneck in the dovm-town area and it feels very <br />strongly that parking will ultimately have to be removed from both Ma~n <br />and Church Streets in the dovm-town area. <br /> <br />In making the above recorrunendations, the Planning Commission considered the <br />following information that was available from recent traffic counts in this <br />area: <br />
