<br />33 <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1955 <br /> <br />The document handed you now is the second draft of a set of suggested subdivision <br />regulations. It should be possible to develop this into a final draft. You will <br />note that for the most part I am using a set of "model regulations" developed by <br />the Federal Housing Research Bureau and published by the Government Prlinting <br />Office. I obtained this information through my contact with the National Associ- <br />ation of Real Estate Boards. I find that these regulations seem to combine the <br />best and most up-te-date thoughts of the many sets of regulations I have studied. <br /> <br />This second draft is a framework on which to build the final ordinance. You will <br />note blanks throughout to be filled in. The advice of our Planning Commission, <br />our realtors and subdividers, engineers, surveyors and other interes ted parties <br />should be sought to complete the final doc ument. <br /> <br />You may expect some opposition. I am advised that initially land developers <br />sometimes object--yet, later become the strongest supporters of the subdivision <br />ordinance. There will be much interest in the provisions dealing with required <br />street and utility improvements and the City's share for reimbJ.rsement. The <br />suggested provisions are more liberal than in some cities and less liberal than <br />in others. I have gathered a wide range of in:formation on this point and have <br />attempted to suggest a plan that will be fair to both the developer and the <br />citizen taxpayer. <br /> <br />~;~ <br />~~ <br />j <br /> <br />It is well that Council has requested information on this subject for the absence <br />of such a plan in the past is costing each of our citizens much today--both in <br />taxes and needed services. The outcome of this debate 'will in a very large <br />meas ure determine the phys ica1 character of our cormnuni ty from now on--our streets <br />and sidewalks; sewer am water service; cur'b, gutter and drainage; street lights <br />and street markers; size of lots and open spaces-all of the things that either <br />prevent or make for healthy and safe cormnunity living. <br /> <br />The fo110wi.ng ordinance to become effective March 15, 19S5, and providing for the levy <br /> <br />and collection of a license tax from ovmers of motor vehicles, trailers, and semi- <br /> <br />trailers operated in the City of Marti ns vil1e , under emergency conditions, was <br /> <br />unanimously' adopted: <br /> <br />Be it ordained by the Council of the City of !,'lartinsville, Virginia, in regular <br />meeting assembled, that as provided by the Charter of said City, and for the <br />purpose of providing a fund for the maintenance of the streets and highways of <br />said City, there shall be levied and collected a license tax for the City of <br />Marti nsville from the owner of every motor vehicle, trailer, or semi-trailer <br />residing in the City of Martinsville, Virginia, and from every non-resident who <br />is the olvner of a motor vehicle, trailer, or semi-trailer which is used in a <br />bus iness, employment or pro fess ion carried on in said City, other than those <br />exempted by law, for the year beginning March IS, 1955, which lie ense tax shall <br />be as follows: <br />
