The extension of the six-inch water main from the entrance of <br />the school just beyond the City Limits to a point opposite the <br />City's Hydro Plant. <br /> <br />I am making the above recommendations for the following reasons: <br /> <br />I. 1ne above mentioned water utility construction will provide a <br />circulating system along Memorial Boulevard to the City Limits <br />which will enable future business estatlishments that might <br />desire spriru<ler systems for probable reduction in fire in- <br />surance rates. <br /> <br />2. This construction will provide ample supply of water for future <br />developments along the Old Dye Plant Road, Smith Lake Road, Dye <br />Plant Road, and for development of connecting streets in between <br />these streets. <br /> <br />3. By having a loop main down Douglas Street and parallel mains <br />along Memorial Boulevard with various cross connections, we will <br />be able to give the residences and business establisllffients L~ <br />this area more efficient service. That is to say that if a leak <br />develops along either of these Hater mains, He can, by the <br />manipulation of certain valves, isolate this leak, thereby having <br />only a small area without water while the ma~ is being repaired. <br /> <br />~- <br />i' <br />i <br /> <br />4. These parallel water mains wil1 be in such a location along <br />"t-lemorial Boulevard t.hat in the event repairs are necessary a <br />single lane of traffic in either direction can be maintained. <br />Also, in making any new connections and in the maintenance of <br />existing connections, the expenses will be less by having <br />paralle] water mains rather than a single 'vTnter main along this <br />street due to the lessor amount of pavement that would have to <br />be removed and repaired. <br /> <br />5. The extension of the siz-inch water main to the Hydro DEm would <br />enable us to have an ample size water main beyond the con- <br />struction limits of U.S. 220 as proposed by the Hir:hHay Depart.- <br />ment at this time, and also Hould enable us to supply water to <br />the City's Hydro Plant which has been badly neoded for some time. <br /> <br />6. The existing eight-inch sewer main is not of proper size to serve <br />a probable increase in large water consumers, and therefore should <br />be paralleled with another eight-inch sewer main which would <br />provide for future developments along this section of Memorial <br />Boulevard anc also would eliminate having to cut all the way <br />across the proposed extension in order to make repairs and ne,ol <br />connections for dwellings along this street. <br /> <br />I have made an estimate of the cost of this new construction, including <br />the change-over of the existing connection.
