:44

TUESDg

JUNE 22. 1954

turning around at this intersection and because of the
narrowness of the pavement and parking congestion in
this area, a traffic hazard is created.

2. The property on both sides of this new street dedication
is owned by Sale Knitting Company and therefore does not
constitute the opening of a new street in a new subdivision.

The above recommendation is respectfully submitted to Council for
its further consideration.

In accepting the following report from the Planning Commission on the rezoning

petition presented by Mr. Preston R. Graham on May 11, 1954, Council denied

said petition on the grounds outlined in said report:

The Planning Commission, at a regular meeting on June 17, 1954,
consider a petition referred to it by City Council from Hr.
Preston R. Graham, requesting the rezoning of a lot on Figsboro
Road.

After due consideration of this request the Planning Commission
voted unanimously to recOImnend to Council the denial of this
petition.

In making the above recommendation, the Planning Commission con-
sidered ~~e following facts:

1. That this request constitutes a request for spot zoning.

2. Tne PlaP~ing Commission does not feel that there is a
need in this particular area for further B-1 zoning.

3. The Planning Commission has more-or-less adopted a
policy throughout the City of denying all requests for
spot zoning.

The Planning Commission respectfully submits the above recommendation
for your further consideration.

Because of the apparent confusion between the City's street acceptance requirements

and its street paving requirements on the part of the petitioners requesting the

paving of Pond and Minor Streets (see minutes of June 8, 1954), Council
requested its Clerk to clarify these matters by letter to the developers of

property on said streets.
