<br />~40 <br /> <br />Tl,JESDAY <br /> <br />JUNE 8, 1954 <br /> <br />(1) Under present zoning, new trucking facilities of the type under <br />consideration can be located in any B-1 Commercial area. When it is <br />considered that such zoning is limited as to depth by virtue of which <br />proper use of the property by such facilities can not be made vrithout <br />aggravating traffic conditions, both pedestrian and vehicular, in the <br />Commercial area, it is believed that the location of all new facilities <br />of such type shouln be confined in the future to Industrial area where <br />more space is available for such uses and -where the need of such <br />facilities is more prevalent. <br /> <br />(2) Recommendations made vrith respect to the aforementioned petitioners is <br />founded on the following reasons: <br /> <br />(A) In each case there is evideme of a substantial capital investment <br />in single purpose construction that warranted careful consideration <br />in the interest of the property OVfi1er. <br /> <br />(B) It was noted that the properties in question are of such size and <br />located in such areas as to permit reasonable expansion in the <br />present facility use of the property without adversely affecting <br />traffic conditions or surrounding proper~ 01rrers. <br /> <br />(c) In the case of property occupied by the Virginia-Carolina Trucking <br />Company a public hearing was held at which evidence was heard, both <br />pro and c on, in the matter of rezoning. In the case of property <br />occupied by the R. P. Thomas Trucking Company due advertisement was <br />made of a public hearing, however no one appeared at this public <br />hearing either for or against such zoning, other than the petitioners. <br /> <br />The Planning Commission respectfully submits the above recommendation to the <br />City Council for its further consideration. <br /> <br />Council acknowledged receipt of an audit report as prepared by the State Auditor of <br /> <br />Public Accounts on the City Circuit Court Clerkts Office for the calendar year 1953, <br /> <br />vmich report commended the Clerk for the excellent manner in which his records had <br /> <br />been prepared. <br /> <br />Council received a petition, as follows, from residents and property ovmers on <br /> <br />Pond street and Minor Street, requesting the hard-surfacing of said streets. It <br /> <br />was brought out before the Council that these two streets in their present conditions <br /> <br />do not meet the City's paving requirements and, therefore, no affirmative action 1vaS <br /> <br />taken by the Council on said petition: <br />
